The land was given to Kaipara sub-tribe Te Uri o Hau under a 2002 Treaty settlement

The Rodney District Council has blocked a proposal from developers to build a new town on a remote 650 hectare block near Te Arai Point, Mangawhai.

Developers proposed a district plan change, declaring the area a ‘special zone’, allowing the development of 180 Houses, shops, offices and golf courses.

The council received around 1,700 submissions opposing the plan change, 97 percent were against the development.

Key to the opposition was that the area is home to New Zealand's rarest breeding bird, the Fairy Tern, with only 11 breeding pairs left in the world.
