Whether one considers the climate change debate to be a timely warning or a case of crying wolf, there's more than enough agreement between thousands of scientists worldwide to propel us in the direction of caution and the need to confront the possible consequences.

Our councils need to consider where developments should and should not go, what implications there are for their district plans, and what infrastructure costs in stormwater, water supply, sewage and roading could ensue.

Northland, more than most, should weigh the dangers after this week's UN report pointed to this region as one of the most likely to be threatened by drought, storms and rising seas.

The authors of the Intergovernmental Panel on Climate Change report did take some care not to be branded as scaremongers, emphasising that all was not lost, and mankind could yet mitigate the effects.
