The decision by the Local Government Commission to divide the coastal ward into two along the Ngunguru River has led to the bizarre position that the Ngunguru Sandspit will be part of the new Whangarei Heads ward, but Ngunguru will be part of the Coastal Hikurangi ward.

The three member commission has rubber stamped a last minute proposal put forward by a majority of councillors. That proposal was to create a new one councillor ward for Whangarei Heads and merge the northern part of the coastal ward with Hikurangi to form a mainly rural two member ward.
