The owners of the Ngunguru sandspit are proposing a major development on the site. Although the northern part of the spit would become public reserve, it is proposing to build a village of 330 houses on the remainder. As of right Landco could subdivide their holding into 8 lots and then seek resource consent to build a residential unit on each. There is a massive leap from 8 residential units to 330, and in my view the proposal is contrary to the planning regulations applicable to the site, and contrary to recent rulings from the Environment Court.
