3 News understands a property developer has made an offer to buy 30 hectares of iwi-owned land at Wellington's historic Shelly Bay.

Business owners say the rundown area on the Miramar Peninsula needs investment, but filling it with houses risks closing it off to the public.

Shelly Bay is home to artists, studios and a cafe which all lease properties from the Wellington Tenths Trust.

Tthe former air force base was handed over to Taranaki iwi in 2009 as part of a treaty settlement. Now, businessman Allan Probert says developers Todd Property Group have made an offer to buy it.

...building houses on such an iconic piece of land is totally out of the question.

"We're talking a $10 million offer and that's pretty tempting for iwi who are the owners, but for us, building houses on such an iconic piece of land is totally out of the question."
