The Maori Land Court has stymied plans to develop more than 300 sections on Northlands Ngunguru sandspit.

The court has turned down an application by a company owned by the Todd family to declare Maori land a public road.

Ngunguru Coastal Investments Limited, a company run for Todd family interests by former Sky City boss Evan Davies, owns land on the sandspit, with access via a private road across several Maori land blocks.

Without admitting any development plans, NCIL asked the court to recommend it become a public road vested in the Whangarei District Council.

Judge Andrew Spencer dismissed the application because it would alienate Maori land.

He also turned down NCILs bid to cancel a second private road which led to the back of its block.
