New Zealand's preparedness for a major emergency is being questioned after an earthquake in the Pacific triggered false reports of a tsunami heading for the Gisborne area.

A massive 7.8 earthquake near Tonga prompted the Pacific Tsunami Warning Centre to issue an alert for New Zealand and the Pacific. That warning was lifted two hours later.
